What Is Geo Targeting? Countries, Tiers and Offers That Fit

Geo targeting means showing offers and content by the visitor's location. How location is detected, country tiers, a worked example, when geo rules are legal requirements, and mistakes.

Geo targeting is choosing what to show, or whom to reach, based on where people are: their country, region or city. In affiliate work it covers three things: which audiences you aim your content at, which offer a visitor from a given country is sent to, and which countries you must exclude.

Most offers accept only certain countries, and the same click can be worth very different amounts depending on where it comes from. Geo targeting is how you stop paying for, or posting to, people who can never convert.

How location is detected

  • IP address: the most common method. Good at country level, rougher at city level.
  • Platform data: ad platforms and some social networks target by the location users gave or that their activity suggests.
  • Language and time zone: weak signals on their own, useful as a cross-check.
  • Payment and account data: what the program sees later, at sign-up or first payment.

These signals can disagree. A traveller, a VPN user or a shared connection can look like one country at the click and another at payment. Programs usually go by the later, stronger data.

Country tiers

Many networks group countries into tiers. The grouping is informal and varies by vertical, but the idea is stable:

TierUsually meansClicks costTypical trade-off
Tier 1High-income markets with strong spendingMostFewer, more valuable customers
Tier 2Mid-income marketsMediumA balance of volume and value
Tier 3Lower-income marketsLeastLots of volume, low value per click

A cheap click from a low tier is not a bargain if the offer doesn't accept that country or pays little there. Always look at value per click per country. For iGaming specifically, see iGaming GEOs explained.

A worked example

Illustration only. A month of traffic to one offer, split by country with a sub ID:

Country groupClicksAccepted by offerEarningsEPC
Group A800Yes$240$0.30
Group B1,500Yes$150$0.10
Group C2,700No$0$0

More than half the clicks earned nothing. The fix is not more traffic: it is either posting where Group A lives, adding an offer that accepts Group C, or both. A smartlink does the second part automatically, at the cost of control.

Common geo targeting mistakes

  • Not splitting reports by country, so a strong market hides a dead one.
  • Buying low-tier traffic for an offer that doesn't accept it.
  • Faking location with VPNs or proxies to reach an offer's allowed countries. Using a stable proxy for your own account management is normal; sending traffic that pretends to be from somewhere else is fraud.
  • Ignoring language. A post in English reaches English readers wherever they live.
